Community Grants

The City administers a number of grants that fund and support community organizations.

Sask Lotteries Community Grant Program  

The Sask Lotteries Community Grant Program assists in the development of sport, culture and recreation programs by providing funds to non-profit community organizations operated by volunteers. These funds are distributed through the City of Melfort Community Services Department, and are a partnership among Saskatchewan Parks & Community Services Association Inc., SaskCulture Inc, and Sask Sport Inc. Funding for this Grant Program is generated through the sale of lottery tickets.

Applications

All eligible community organizations are invited to apply. Applications for the 2025-2026 Sask Lotteries Community Grant Program must be received by 4:00pm, March 3rd, 2025 

The application period is now closed. 

Late applications will not be accepted. Please ensure that you have included all the required materials.

Project Report  

All grant recipients must submit a Project Report upon the project completion to facilitybookings@melfort.ca. Failure to provide this report may result in the organization becoming ineligible for further funding.   

Project reports must include:   

  1. A completed Community Grant Project Report Form; and 
  2. Receipts or an audited financial statement to verify expenditures Note: Audited Financial statements must be prepared by a registered Chartered Professional Accountant and will only be accepted if the Sask Lotteries Community Grants are audited separately. 

2024/2025 Sask Lotteries Follow-up Form - These are due to City Hall by 4:00pm Friday, May 2nd, 2025.  

Ineligible Expenditures    

The program is designed to provide funding for sport, culture and recreation programs. Therefore, the following expenditures are INELIGIBLE for grants: 

  • Construction, renovation, retrofit and repairs to buildings/facilities (this includes fixing doors, shingling roofs, flooring, moving/hauling dirt, etc.). 
  • Property taxes, insurance. 
  • Alcoholic beverages.
  • Per Diems / Day Money. 
  • Food or food related costs (this includes catering supplies, coffee pots, coffee, BBQs, etc.). 
  • Membership fees in other lottery-funded organizations. 
  • Prizes, cash, gifts, awards, honorariums, trophies, plaques and badges. 
  • Out-of-province activities and travel. 
  • Donations.
  • Subsidization of wages for full-time employees. Note: Eligible employment expenditures must be no more than 35 hours a week and no more than 90 days in a grant period (or 455 hours). 
  • Uniforms or personal items such as sweatbands and hats. 
  • Other expenses that the Sask Lotteries Trust Fund may deem inappropriate.  

Limitations: 

  • In addition to eligible programming expenses, operation costs of facilities that are directly related to a program are eligible for 25 per cent of the total grant received for each program up to a maximum of $500 per program (including cleaning staff). 
  • Fireworks are eligible for 25 per cent of the total grant received for each program to a maximum of $500 per program.

Community Sport Facility Grant 

The Community Sport Facility Grant establishes an opportunity for sports organizations that own buildings to apply for a grant annually that will be considered during the City's Budget Process.  

  • The City will provide up to 25% funding for the eligible project costs  
  • The maximum grant amount is $250,000 
  • The maximum amount an applicant can receive in a five-year time frame is $250,000

Grant in Aid  

The Grant in Aid provides organizations with assistance for regional, provincial, or national events.  

Funding for approved projects will be in the form of service-in-kind, facility subsidization and in exceptional cases, a cash grant.  

The maximum cash and/or service-in-kind grant allocation for an approved event is as follows:  

  • Reginal – Maximum $2,000 
  • Provincial – Maximum $5,000 
  • National – Maximum $10,000

Applications 

An application is to be filed out a minimum of three months in advance of a regional event; six months in advance of a provincial event; and one year in advance of a national event.
